Mr. Butler founded the firm in 1990 after working for three years with
Deloitte Haskins and Sells (now Deloitte-Touche) to develop and implement
public/private partnerships for transportation and other infrastructure
projects.

As Associate Administrator for Budget and Policy, Mr. Butler managed a staff
of 75 people in three offices (Offices of Policy, Budget and Program Review,
Private Sector Initiatives) with responsibility for the policies and
priorities of $4 billion in budget authority, 520 employees and over 1300
grant recipients.
Public Works and Transportation Committee, U.S. House of Representatives
Mr. Butler was a Professional Staff Member responsible for drafting
legislation, coordinating legislative strategy and providing technical input
for members of the Committee. He helped draft and negotiate major bills on
highways, mass transit, trucking deregulation, household goods
transportation reform, intercity bus deregulation and hazardous materials
transportation.
